Just as the European Commission warned France about their lowered VAT rate, the EC has now threatened to take Luxembourg to court over their 3 percent VAT on digital services (well below the 15 percent rate that is supposed to apply across the EU). This is Europe; it’s taken 10 months to gear up to the stern threat stage, and will take longer still before any action is likely.
