Warren Bass, senior editor for the Wall Street Journal’s weekend review section, will join Penguin Press as executive editor on November 13. President Ann Godoff says, “His breadth of experience and intellectual depth make him a perfect match for our editorial direction.”

Margo Lipschultz will join Putnam as executive editor on October 23. Most recently she was senior editor for Harlequin.

At Touchstone, Matthew Benjamin has been promoted to executive editor and Lara Blackman has been promoted to assistant editor.

Chris Russell has left Viking to join Axios as expert voices editor.

At Albert Whitman, Sue Tarsky has been promoted to publishing director; Morgan Avery has been promoted to associate graphic designer; and Annette Hobbs Magier has been promoted to director of sales and marketing.

Allison Carroll has been promoted to editor for HQN Books.

Corporate
Following an investigation started three years ago, the European Commission has concluded that the tax loophole provided to Amazon for years by Luxembourg was illegal under EU rules. Amazon will be required to pay back taxes in an amount estimated at 250 million euros, plus interest. But Luxembourg must determine the precise amount of tax owed, based on the methodology set out by the EC. Amazon’s market cap rose by well over $3 billion in the first hour of trading after the news.
